CIDB License Application Requirements

New Registration / Renewal / Addition of Categories & Codes

Grades & Categories of Contractor Registration

Each contractor will be registered by CIDB according to the registration grade based on the capability and ability of the contractor to meet the contractor registration criteria set. The contractor registration grade is to determine the tender / work capability limit.

There are four (4) categories of registration:

• Civil Engineering Construction (CE)
• Building Construction (B)
• Mechanical and Electrical (ME)
• Facility (F)

Contractors can apply for registration categories as above based on the works to be carried out. However, the determination of Category is based on the academic qualifications and experience of technical personnel. Generally, the new application that will be given is:

• Categories B and CE only.
• Category ME will be given if the company has technical personnel with a technical certificate/ academic qualification certificate related to the construction field.
• Category F will be given to companies that register their business under ROC registration (Sdn Bhd/Bhd) / Malaysia Cooperative Commission (SKM) or Department of Registration of Societies/Associations Malaysia (ROS). The company must be registered in Grade G4 and above.

New Registration

New registration is an application made by a company that does not have registration with CIDB. The company must comply with the criteria and terms of registration. The contractor will be registered according to the eligible Grade, Category, and Specialization. The application will only be considered if the applicant meets the following conditions:

• Having a valid Contractor Registration Certificate
• Free from conviction of disciplinary action or court during the submission of the application
• Meet the registration requirements of PPK. Except for grade G1 the paid-up / accumulated capital for SPKK is RM10,000
• New SPKK G1 registration is still frozen until notified.
• Meet the equity ownership requirements in other companies, and company shareholders/ individuals who already own SPKK cannot own equity exceeding 5% in any other company that already has SPKK. Board Members, Main Management, Technical Personnel and Competent Persons of the company that already own SPKK cannot exist/ be registered in any other company that already has SPKK.
• Obtaining a valid SCORE assessment certificate of at least 3 stars for contractors of grades G5, G6, and G7.
• Obtaining a valid SCORE assessment certificate of at least 2 stars for contractors of grades G2, G3, and G4.
• Obtaining valid ISO 9001:2008/2015 certification for grade G7.

The period for new registration is two years and contractors need to comply with the following conditions during this period:

• Attend and pass the Contractor Integrity and Code of Ethics Course
• Meet the minimum CCD points
• Attend and pass the Business Management Course (SKP) - for grades G1 to G3 who do not have a Technical Certificate
• Attend and pass the Facility Management Course (SKP) - for companies with Facility (F) category
• Attend and pass the Facility Skills Competency Certificate Course (SKK) - for companies with Facility (F) category

The new registration period is two years, and contractors must comply with the following requirements during this period:

• Attend and pass the Contractors Integrity and Code of Ethics Course
• Fulfill the minimum CCD points
• Attend and pass the Business Management (SKP) course - for grades G1 to G3 without Technical Certificate
• Attend and pass the Facility Management (SKP) course - for companies with Facility (F) category
• Attend and pass the Facility Skills Competency Certificate (SKK) course - for companies with Facility (F) category

License Renewal

Applications will only be considered if the following requirements are met:

• Meet the requirements as in the New Application
• For G1, the financial condition set to renew the SPKK certificate is at least RM10,000.00.
• Equity change for grade G1, equity change is not allowed (whether through transfer of ownership or share increase) where if the number of shares owned by the new shareholder exceeds 49% of the paid / accumulated capital of the company, if it occurs the SPKK will be cancelled, and no new application is allowed.
• Equity change for grades G2 to G7 - Change of shares from original 100% ownership to new 100% ownership is allowed - Change of shares more than 49% owned by new capital holder is allowed.
• New capital holder entry for grade G1 New shareholder/owner/partner (individual or company) is not allowed to own the majority percentage of capital unless the new shareholder/owner/partner (individual or company) has been in the company for 5 years along with the existing shareholder/owner/partner.
• New capital holder entry for grades G2 to G7 no limit on years for capital transfer.
• Renewal applications can be submitted along with PPK application.
