Background of Unit Pendaftaran Kontraktor dan Juruperunding (UPKJ)

The Contractor and Consultant Registration Unit (UPKJ) was established under the Sarawak State Financial Secretarys Office to manage the registration of contractors, suppliers, and consultants, encompassing the following functions:

• As a registration center for contractors, suppliers, and consultants
• As a monitoring center for:
  • Performance of contractors, suppliers, and consultants
  • Compliance with registration requirements
• As an information reference center for registration and performance of contractors, suppliers, and consultants for State Government Agencies

Effective from January 1, 1997, all contractors, suppliers, and consultants who wish to participate in Sarawak State Government procurement activities are required to register with UPKJ.

Registration Authority

The authority to register firms/companies for UPKJ registration comes from the following sources:

• Treasury Instruction (AP) 166.2(i) which establishes that the treasury has special authority to determine registration criteria and conditions and register individuals, firms, companies, organizations and consultants to enable them to conduct business with the Government;
• Treasury Instruction (AP) 184.2 which stipulates that all Supply and Services Contractor registration matters shall be handled by the Ministry of Finance only, while for Sabah and Sarawak states, Supply and Services Contractor registration is handled by the Malaysian Treasury Sarawak; and
• Instruction 5-(1), The Financial Procedure (Registration of Contractors And Consultants) Instruction, 2024 which establishes;

Application for Registration With UPKJ

• All registrations must be submitted directly to UPKJ through online means using the Online Application Module (OLAM) system. Applications must be made by the applicants themselves, and any uncertainties regarding form filling can be referred to UPKJ.
• Applications for Works Field, Mechanical Field, Electrical Field, Supply and Services Field, and Consulting Field must be made separately according to application type (refer to 3.2) without waiting for the existing application process to complete.
  Example: Company A has submitted a new Works Field application and it is still in process. Subsequently, Company A can submit new applications, re-applications, renewals, class upgrades/additions, and changes for the Supply and Services Field without waiting for the Works Field new application process to complete.
• Application types within each field must be made separately. Change applications must be made separately from new applications, re-applications, renewals, class upgrades/additions.
  Example: Company A submits a change application for the Works Field and must wait for that application process to complete before submitting re-applications, renewals, or class upgrades/additions.
• Classification Limit for Applications depends on the type of field applied for. For Works, Mechanical, and Electrical Fields, there is no limit on Head and Sub-Head applications. For Supply and Services Field, limited to two (2) Heads and five (5) Sub-Heads in one (1) application. For Consulting Field, limited to three (3) categories in one (1) application.
• UPKJ registration is open, provided that the prescribed conditions are met (please read the registration conditions in the UPKJ Guidelines according to the field you wish to apply for). Registration involving foreign ownership must meet Foreign Ownership conditions.

Registration Validity Period

The validity period of the UPKJ registration certificate is two (2) years only.

Types of Applications

The types of applications open to applicants are as follows:

• New Application / Re-Application / Class Upgrade / Addition of Head & Sub-Head
  • Works Field
  • Works Field (Head VIII - Telecommunication Works)
  • Works Field (Head IX - Facilities Management)
  • Mechanical Field
  • Electrical Field
  • Supply and Services Field
  • Consulting Field
• Renewal Application - Renewal applications can be made as early as six (6) months before the registration expiry date until one (1) year after registration expires. If registration has expired for more than one (1) year, then the applicant needs to make a Re-Application.

• Change Application - Changes to information such as company name, registered address, individuals authorized by the company in government procurement matters, equity, shareholders, and company directors.
